Two new 18,000-square-foot buildings with parking and amenities are planned on adjacent parcels of commercial land on Spokane’s North Side.
JNW Properties LLC has filed a State Environmental Policy Act application with the city of Spokane to develop the Rosewood Commercial Park, to be located four blocks east of Nevada Street and one block north of Francis Avenue, on the north side of Rosewood Avenue between Helena and Pittsburg streets.
Preliminary site plans submitted by Storhaug Engineering Inc., of Spokane, the engineer for the project, show a proposed address of 1607 E. Rosewood for the commercial park.
JNW Properties is governed by Jon and Nicol Whipple, who also operate Baldwin Sign Co., according to the Washington state Department of Revenue.
Jon Whipple says an estimated construction value for the development is $2.5 million.
The existing Baldwin Sign building will remain on the property, at 6409 N. Pittsburg, the environmental application states.
Whipple says the project is a planned commercial development for the Spokane-based sign company and will include leasable space as well. Construction is expected to begin in spring 2022 and will be completed by the end of that summer.
One 7,800-square-foot warehouse on the site will be removed just west of Baldwin Sign, at 6405 N. Pittsburg. A single-family residential structure will be removed from the adjacent parcel, on the northeast corner of Helena Street and Rosewood Avenue. Spokane County Assessor’s Office records show the Whipples purchased the residential structure in 2019 for $96,000.
About 50 people will work at the site once the project is complete, according to the environmental application.
The two proposed buildings will be about 32 feet in height and will have an exterior of metal paneling and corrugated metal sheets. Parking plans include 66 off-street parking stalls.
A traffic estimate included with the environmental application estimates the development will generate 92 vehicle trips per weekday.
Due to the scope of the project, an environmental review is required before the developer can apply for building permits.
