Kop Construction Co., of Spokane, has won a $1 million contract to renovate a Spokane Valley apartment complex for a nonprofit affordable-housing developer.
Construction will begin sometime in March, says Chris Venne, development finance manager for Community Frameworks, the Spokane-based nonprofit that owns the 40-unit San Franciscan apartment complex, at 12204 E. Fourth. Community Frameworks is renovating the five-building complex, which the organization bought late last year for $2.5 million, and will provide work-force and affordable housing there.
"It's going to bring an apartment complex that's somewhat in disrepair back to being a nice place to live and an asset to Spokane Valley," Venne says of the project, which he expects will take about five months to complete.
The work will include replacing appliances, cabinets, plumbing fixtures, and heating and cooling systems, and one former studio unit there will be converted into a community room with computer access, he says.
Because the complex is partially occupied, interior work will begin on vacant apartments first, and current tenants will be moved into the improved apartments as they are completed, Venne says.
Exterior improvements will include replacing stairways and balcony railings and re-roofing the complex, Venne says. Also, a swimming pool there, which was closed last summer for lack of a required filter system upgrade, will be updated, he says.
Zeck Butler Architects PS, of Spokane, designed the improvements.
Just over half of the units will have income restrictions. Eight units will be reserved for tenants with household income of less than 50 percent of the area median income, and an additional 13 units will be reserved for tenants with household income below 80 percent of the area median income, Venne says.
