Whitewater Creek Inc., a Hayden, Idaho, multifamily housing developer, plans to construct a 51-unit apartment complex, two duplex-style structures, and a community medical clinic as the next part of its portion of the Tullamore neighborhood in north Post Falls.
Preliminary plans for the projects are included in a planned-unit development amendment proposed in a roughly 40-acre portion of the 250-acre Tullamore mixed-use developments between Poleline and Prairie avenues, about two miles north of Interstate 90 via state Route 41. The PUD amendment request, submitted by the Spokane office of AHBL Inc., a Tacoma-based engineering and land-use planning concern, was scheduled to be heard earlier this week by the Post Falls Planning and Zoning Commission, says Hilary Anderson, planning manager for the city of Post Falls.
Whitewater Creek representatives couldn't be reached for comment.
The apartment complex, to be called Tullamore Commons II, would be located on 5 acres of land south of Early Dawn Avenue and north of Tullamore Commons and Tullamore Seniors, which are two 50-unit apartment complexes Whitewater Creek developed in 2009 and 2010, respectively, Anderson says.
No cost estimates are included in the proposed PUD amendment, she says, although building permit information listed a value of $4 million for Tullamore Commons, which was similar in scope to the proposed Tullamore Commons II.
Whitewater Creek acts as its own contractor, and ZBA Architecture PS, of Spokane, is the architect on the projects. Sandpoint-based Panhandle State Bank is financing the projects.
Tullamore Commons II would consist of four two-story structures with a mix of one- to three-bedroom apartment units, a single-story community building, and 110 parking spaces, half of which would be covered, Anderson says.
The community health center would be constructed on the west side of state Route 41, just east of Tullamore Commons II. It would be operated by an unidentified nonprofit organization, which would provide access to affordable medical, dental, and mental health services in North Idaho.
A pair of duplex-style structures would be erected a few lots south of Tullamore Commons II on the east side of Charleville Road, Anderson says.
The structures would house group homes with four to six residents in each unit that would help tenants "receive training in basic life skills and job-search skills to prepare them for more independent living," the PUD amendment information says.
The amendment request also designates a roughly 4-acre area along Charleville Road, south of Tullamore Commons II, for a future assisted-living complex, and a 1-acre lot at the northeast corner of Charleville and Poleline for future commercial development.
Records from the Feb. 26 Post Falls Urban Renewal Commission meeting say Whitewater Creek indicates the projects could be constructed within the next 18 months.
Whitewater Creek appears to be planning more projects in Tullamore in the future. The developer has the "opportunity to put in another $24 million to $26 million of both commercial and residential construction in Tullamore," the records say.
In a separate project, Whitewater Creek developed the recently completed $7 million, 50-unit Riverstone West Apartments complex in Coeur d'Alene. The company also is the construction partner with Spokane Housing Ventures, a nonprofit community-housing organization, on a $22.3 million, 120-unit 55th Avenue Apartments project on the Moran Prairie south of Spokane.
