An Arizona-based project consultant has submitted preliminary plans to the city of Spokane regarding three proposed Circle K Store Inc. convenience stores with fueling stations.
According to the Spokane County Assessor’s Office records, two of the project sites are owned by Spokane real estate magnate Harlan Douglass.
Construction cost estimates weren’t included in the applications. By comparison, however, at least two of three similar-sized Maverik Inc. convenience stores with gas stations built on Douglass’ properties since 2016 had individual permit values of $2.3 million.
Attempts to contact Douglass Properties and Tempe, Ariz.-based Circle K were unsuccessful.
One Circle K project would be located on an acre at 2820 E. 29th, at the southwest corner of Regal Street and 29th Avenue, on the South Hill.
That project would include a 3,800-square-foot convenience grocery store, six fuel pumps, and a 1,300-square-foot automatic car wash facility, preliminary plans show.
A second proposed Circle K project would occupy 1.5 acres of currently vacant land at 4415 N. Market, near the south end of the Market Street-Haven Street couplet, in the Hillyard neighborhood. The project would include a 5,000-square-foot convenience store with eight fuel pumps under a 5,100-square-foot canopy, plans show.
The third project in predevelopment is a Circle K outlet that would be located at 4221 Cheney Spokane Road. That site is owned by Latah Creek Plaza II LLC, an ownership group that includes prominent Spokane real estate developer David Black.
Black says Circle K has been in the area negotiating deals, but plans are preliminary. He declines further comment.
The project would be constructed on a 1.7-acre parcel of land and would include a 5,000-square-foot convenience store, a 1,300-square-foot automatic car wash, and 10 fuel pumps beneath a 6,500-square-foot canopy.
Despite being preliminary, site plans included in the application indicate the development would displace the Latah Latte espresso stand that currently occupies a portion of the property.
Representatives from Latah Latte couldn’t be reached immediately for comment.
The Circle K facilities are all planned to be open around the clock.
Circle K was founded in El Paso, Texas, in 1951, the company’s website says. The company was acquired in 2003 by Canadian company Alimentation Couche-Tard Inc. and now has stores located in more than 20 countries. Circle K’s U.S. headquarters are in Arizona.
Although Circle K historically had operated a number of stores in the Spokane area, the company’s website shows the closest active Circle K outlet is in Ritzville, about 50 miles west of Spokane.
Separate from the Circle K applications, Boise, Idaho-based White Leisure Development Co. has submitted a predevelopment application for a $1.5 million convenience store and gas station that would be located on adjoining vacant lots at 4201 and 4229 E. Sprague, at the northwest corner of Sprague and Havana.
The predevelopment application includes two preliminary site plan options.
In both options, the convenience store would occupy a little more than 3,000 square feet. Parking is also factored into both options.
