Plans for the proposed North 40 Outfitters retail store on the West Plains are moving forward, according to building permit application information on file with the city of Spokane. 

The planned $6.5 million store will be located on vacant land at 9646 W. U.S. 2, at the northeast corner of the highway and Deer Heights Road, just northeast of the Village Center Cinemas.

The application, which currently is under review by the city of Spokane, indicates the proposed two-story building will have a total square footage of 95,500. Total retail space is estimated at 75,700 square feet, with 1,000 square feet dedicated to office, break room, and locker space. About 12,800 square feet of space will be dedicated to warehouse space.

Site plans show an outdoor garden center, totaling 10,000 square feet, also is planned. About 580 parking stalls, 11 of which will be Americans with Disabilities Act compliant, are included in the plans, which also call for a 34,800-square-foot outdoor storage and display area just south of the building.

No construction timeline is indicated in the application information.

A representative of the Great Falls, Montana-based farm, ranch, and outdoor product retail chain couldn’t be reached immediately for comment.

Coeur d’Alene-based Young Construction Group of Idaho Inc. is listed as the contractor on the project, which was designed by H2A Architects PA, also of Coeur d’Alene.

The retail chain also owns about 28 acres of vacant land just south of Cyrus O’Leary’s Pies on Hayford Road in Airway Heights, which it purchased in late 2012. At the time, North 40’s parent company, CSWW Inc., announced it planned to develop a new Big R store and distribution plant there.

Drew Steinberger, a North 40 spokesman, told the Journal in February 2017 that there were no updates on the company’s plan for the property. As of earlier this month, no permits had been filed to develop the vacant land. 

Spokane County Assessor’s records show the retail chain purchased the 16.64-acre property on U.S. 2 in June for just over $2.2 million under the holding company SIWAHH2 LLC from Spokane-based Deer Heights LLC. Deer Heights LLC is owned by Daniel Kuney, vice president at Max J. Kuney Co., a Spokane-based contracting company. 

The city of Spokane currently is constructing a roundabout at the intersection of U.S. 2 and Deer Heights Road. The $1.5 million roundabout project is being funded by the city in partnership with Deer Heights LLC, which will manage the project. The Journal reported earlier this year that North 40 was waiting for the construction of the roundabout to be completed before moving forward with the retail outlet.

The company’s established Inland Northwest outlets are a 55,600-square-foot Mead store, located at 15228 N. Newport Highway; a 32,100-square-foot Spokane Valley store, at 8307 E. Trent; and a 109,700-square-foot Coeur d’Alene store, at 170 E. Kathleen.

Along with farm and ranch supplies, North 40’s inventory includes sporting goods, clothing, automotive products, home maintenance products, and hardware.
