Preliminary planning is underway for two residential care facilities to be constructed at 2600 E. Illinois, just north of Upriver Drive and the Spokane River and southwest of the Greene Street-Market Street junction.
According to a State Environmental Policy Act checklist, the proposal calls for one 16-bed enhanced service facility and one 16-bed intensive behavioral health treatment facility. A total of 16 parking spaces also have been proposed.
An enhanced service facility is defined by the Legislature as “a facility that provides support and services to persons for whom acute inpatient treatment is not medically necessary.”
The nearly 3-acre vacant property is owned by River City Homes 1 LLC, according to Spokane County Assessor’s Office records.
River City Homes 1 is governed by Spokane Valley-based Kodiak Management LLC, which also governs Kodiak General Contracting. Kodiak Management and Kodiak General Contracting are owned by Conrad Manfred.
A representative of the companies couldn't be reached immediately for comment.
River City Homes 1 also owns the adjacent River City Apartments complex to the east, at 2513 N. Regal.
Construction of the project is expected to begin between spring 2025 and spring 2026, according to the SEPA checklist. The project may be completed in phases.
Spokane Valley-based Whipple Consulting Engineers Inc. is listed on the SEPA document that was issued in late August.
No contractor or architect is listed in the checklist. Spokane design firm Bernardo Wills created a site plan that was submitted to the city of Spokane in March for the project’s predevelopment conference, however, the plans appear to have changed since then.
