Topgolf could be coming to Liberty Lake, according to a code-amendment request application submitted to the city.
Documents filed with Liberty Lake indicate the facility would be built along Country Vista Drive, just south of Interstate 90 and east of Kramer Parkway.
Construction of a Topgolf venue in Liberty Lake likely would cost over $25 million and generate about 150 construction jobs, according to the application.
Estimates show that the venue may generate over $20 million in tax revenue, about 250 jobs, and about 250,000 visits annually.
As proposed, the Topgolf venue in Liberty Lake would have over 70 climatized driving-range bays, allowing for year-round use, the application states. Six people are allowed to play a game at once, but each bay allows up to eight people, according to the Topgolf website.
Dallas-based Topgolf International Inc. has about 100 entertainment complexes worldwide that feature high-tech golf games in a driving range-like setting. Players tee off from golf bays—similar to tee boxes—inside the facility, aiming for targets in a large outdoor range area.
Topgolf facilities are intended for golfers of all ages and skill levels, offering numerous games with different targets and objectives. Microchipped golf balls are used to track each shot and generate scores for whichever game is being played. Such facilities also offer a wide variety of food and drinks, in addition to an elaborate driving-range system.
The code amendment request regards lighting code requirements for recreational uses in certain zones in Liberty Lake. City records show that the Liberty Lake planning commission has recommended approval of the amendment request. The next step in the amendment process will be a City Council hearing scheduled for Aug. 20.
“Specifically, the amendment would allow for the construction and operation of a Topgolf facility in Liberty Lake,” the application reads.
The application was submitted by Phoenix-based Frontera Acquisitions LLC, a prospective purchaser of the undeveloped 27-acre property in Liberty Lake. The second applicant listed is Downers Grove, Illinois-based ARCO/Murray National Construction Co., the design-build contractor responsible for constructing over 80 Topgolf complexes.
Representatives of the two companies, as well as representatives of Topgolf, couldn’t be reached immediately for comment.
According to the application, over 20 Topgolf operations are located in medium-sized markets that are similar in size to the Spokane-Coeur d’Alene area.
“Liberty Lake is an excellent midpoint to draw in the entire Spokane-Coeur d’Alene (market),” the application reads.
Topgolf venues typically range in size from 55,000 to 74,000 square feet, according to the ARCO/Murray website.
The Topgolf facilities nearest to the Inland Northwest are in Renton, Washington; Boise, Idaho; and Hillsboro, Oregon.
The application also asserts that golf courses currently located in and operated by the city of Liberty Lake would be enhanced by a Topgolf facility, as it would draw new golfers, which would likely increase use of the city’s courses.
Over half of Topgolf visitors are non-golfers, the application states.
The proposed location of the Topgolf venue is currently owned by Liberty Lake Land Co.
Adjacent to the proposed site, just west of Kramer Parkway, is the potential site of a membership-based big-box retailer, which appears likely to be a Costco Wholesale Corp. store, as the Journal previously reported.
