Liberty Lake-based Greenstone Corp.'s NoLL development is taking shape and is 30% to 40% complete, says developer and Greenstone CEO Jim Frank.
NoLL, an acronym for north Liberty Lake, is the name of the 20-acre town center for Greenstone's 900-acre, mixed-use River District development. In one area known as the Artisan District in the northeast section of NoLL, two commercial structures for dining and other services are nearing completion west of Harvard Road.
Construction of a 2,800-square-foot multitenant building is expected to wrap up in the next 60 days. About 1,400 square feet of space is for a second brick-and-mortar location for Tamale Box LLC, which operates a restaurant in another Greenstone community, at 1102 W. Summit Parkway, in Spokane's Kendall Yards neighborhood, says Frank.
Liberty Lake-based Chapman Homes LLC is the contractor on the project, valued at $370,000. Uptic Studios Inc., of Spokane, is the architect, permit information on file with the city of Liberty Lake shows.
Chapman Homes also is the contractor for the second building currently underway in the Artisan District, an 8,900-square-foot, $1.1 million fitness center, according to permit information.
"There's a fitness center and an indoor basketball facility under construction now, that nearly completes the buildings in the Artisan District," says Frank. "There's a couple of small buildings left that don't have tenants, but it's 90% occupied."
South of the Artisan District, along Indiana Avenue, Frank says Greenstone is completing design plans for a 24-unit mixed-use building featuring 6,000 square feet of ground-floor retail space.
"That will be under construction by the middle of summer," he says. "There's a real estate office going in on the corner of Indiana and Harvard that also should be under construction by the middle of summer."
Greenstone also plans to upgrade the Harvard Road Trailhead, which connects to the Centennial Trail, this summer, he says. Updates include an expanded parking lot, a children's play area, and associated landscaping, says Frank.
"We're looking to have a direct connection from that little children's area to the Centennial Trail that will enable people to walk directly from the trail to the playground, then into the Artisan District and up into NoLL without going another 200 meters to get to the Harvard Road Trailhead," Frank says.
Greenstone is working with the Washington state Parks and Recreation Commission to add about five additional connections to the Centennial Trail to improve accessibility throughout the River District, he adds.
"The whole idea of having a walkable mixed-use community is to, first of all, create walking infrastructure, but then you have to have places to walk to," he says. "The little playgrounds and parks and little commercial areas create destinations and create services for people who live in the community."
The next wave of construction activity will focus on mixed-use and residential buildings along Indiana Avenue.
"Once we get this done, we'll work our way west on Indiana with a few more mixed-use buildings, and there'll be a couple of additional restaurants and some additional residential (units) as we move through the NoLL," says Frank. "It will be a total of about three blocks or so ... and it'll be a few more years to finish it out."
Project updates:
*Tucson, Arizona-based CWP West LLC, which does business as Mister Car Wash, is planning a new $2 million facility to be located south of the Costco Wholesale Corp. warehouse store, north of Spokane, according to a pre-application permit on file with Spokane County.
The 6,500-square-foot car wash development is located at 1740 E. Renshaw Drive.
JWMB Properties LLC, a Spokane-based real estate company, owns the 1.5-acre site, which is zoned for mixed-use development.
The project will include site grading and installation of utilities for a drive-thru car wash facility and vacuum stalls.
Construction is expected to begin in July and to be completed in next February, according to project information submitted in a Washington state environmental application.
No contracting company or architect is listed on Spokane County permit information. Tom Schermerhorn, of Fond du Lac, Wisconsin-based Excel Engineering Inc., is the project engineer, permit information shows.
*WorkForce Services Inc., a Canton, Ohio-based fleet maintenance company, is developing a new 8,400-square-foot light-industrial building at 4915 S. Ben Franklin Lane, in west Spokane, according to permit information on file with Spokane County.
CRF Metal Works LLC, of Pasco, Washington, is the contractor for the $500,000 project. Richland, Washington-based DKEI Professional Services PLLC, which does business as DKEI Architectural Services, is the project architect.
WFS Holdings LLC purchased the 5.2-acre property for $400,000 in October 2020, Washington state tax information shows.
Representatives of WorkForce Services couldn't be reached immediately for comment.
WorkForce Services operates a shop in Spokane, at 3920 E. Boone, where the company provides light, medium, and heavy-duty truck repair, fleet services, mobile repair services, and other automotive repair services, according to its website.
