A development company here has proposed constructing a small retail building at the busy Division Street-Second Avenue intersection that would include a Starbucks Corp. coffee shop.
The company, Keeper LLC, has requested from the city of Spokane a conditional-use permit to build a 3,000-square-foot structure at 10 W. Second, at the northwest corner of that intersection.
City planner Dave Compton says the city requires a conditional-use permit for the project, because the building would have a drive-through window, which would be accessible from both Division and Second.
Plans submitted to the city say the proposed Starbucks would take about 1,500 square feet of the floor space in the building and include seating for up to 32 customers. The plans dont identify a tenant for the remaining space in the building.
A public hearing for the conditional-use permit request hasnt been scheduled yet.
Guy Byrd, who is involved in Keeper LLC, declines to comment on the project. A Starbucks spokeswoman says the company doesnt comment on new locations until after it has signed a lease.
An old building most recently occupied by the United Association of Plumbers and Steamfitters Local 44, of Spokane, currently is situated on the site where the new building is proposed. That building would be torn down to make way for the new structure, Compton says.
The Plumbers and Steamfitters union moved earlier this year into two buildings it had bought in East Spokane, at 3901 and 3917 E. Main.
Starbucks currently has 11 stores in the Spokane area and a 12th outlet reportedly is going into a retail strip center along 57th Avenue on Spokanes South Hill.
